1. If the GED category is CLOSED, you CANNOT enlist without 15 credits.
2. IF the category is CLOSED, and you are ENROLLED in college and already HAVE 11 credits(100 or above/college level towards degree completion) and enrolled in your final courses to complete 15 credits you can enlist then complete your classes and then ship out.
3. If the category is CLOSED, you wait to get all 15 credits then go to MEPS to enlist and get disqualified, then you are disqualified, it doesnt matter if you took 15 credits ONLY to enlist, the Army does not have to accept you solely on that, you must be COMPLETELY qualified not just partially. So yes in theory he could get his 15 credits, go to MEPS to enlist and get diqualified for other reasons such as a medical condition, undisclosed criminal background, etc, etc, etc.
If the loans he has are federally backed, once he enlists he "could" be offered the incetive to pay off those loans (I wouldnt advice it if its a small amount as he would be giving up $51,000 in GI Bill for lets say $5,000 in loan repayment or whatever he owes).
